Course Format

Hybrid: Recorded video online activity and reading-based online activity.


This course is an elective course in the Online Trauma-Informed Organization Certificate Program: Basics for All Staff that was created by the University at Buffalo School of Social Work’s Institute on Trauma and Trauma-Informed Care (ITTIC).

This elective module offers a foundation to support the justice system workforce, including law enforcement and police officers, re-entry/community supervision professionals (e.g., parole and probation), those who work in correctional facilities, and related staff, in implementing trauma-informed change and integrating related knowledge and skills into their interactions, service delivery, fulfillment of role duties, and overall organizational culture. The module spans a variety of relevant topics and provides guidance on best practices to apply each value/principle of a trauma-informed approach in justice system settings. 

Learning Objectives:

  • Explain the impact of stress, adversity, and trauma on individuals, groups, systems, oneself, and the justice system workforce;
  • Discuss the unintentional harm caused by re-traumatization within the justice system;
  • Identify trauma-informed approaches and language to promote diversity, equity, inclusion, accessibility, belonging, and justice;
  • List strategies to respond effectively and in a trauma-informed way in roles played by justice professionals including law enforcement and police officers, re-entry/community supervision professionals (e.g., parole and probation), those who work in correctional facilities, and related staff; and
  • Recognize the impacts of the work and how to stay regulated/care for oneself.

Target Audience:  This course is appropriate for all levels of justice system professionals and allied staff that seek foundational information on trauma and a Trauma-Informed approach.

New York State Police


Thomas Gibbons is a recently retired, twenty-five-year veteran of the New York State Police.  Thomas was assigned to the Bureau of Criminal Investigation for over 19 years as an Investigator and Senior Investigator.  Thomas was assigned to the Campus Sexual Assault Victims Unit and served as the regional coordinator responsible for being the liaison between the New York State Police and every private and State college and university in the eight counties of Western NY.  Thomas organized and implemented training targeted at local police departments, prosecutors and campus personnel responsible for responding to sexual assaults, dating and domestic violence and stalking.  Thomas also developed and implemented the training standards and in person training for all New York State law enforcement in association with NYS Executive Law 838-a section 3(a), “Sexual Offense Trauma-Informed Victim Response Training.”

 Thomas is a member of the Niagara County Child Abuse Intervention Project, the Niagara County Sexual Assault Response Team, the Western New York Consortium of Higher Education – Sexual Assault Awareness, Prevention and Compliance Task Force and the Law Enforcement Administration Consortium, as well as the Erie County Rape Advisory Committee.  Thomas is also a 2017 graduate of Leadership Niagara and is the recipient of the 2017 George M. Searle Memorial Award for his work on college campuses and within the community.

Completion Requirements

No partial credit is given for partial attendance.
